If you don’t want to pay at first, you could sign up for the free directory, and then when you get it to the point where you think it could make you money, you could pay the yearly or monthly fee so you can add your own advertisements to it. That way you don’t have to risk loosing money.

I’m not a licensed legal professional, but I am certain that you can add a web site’s link to your directory without permission.
If directories had to ask a web site for permission to add their link to their directory, then I imagine all web sites would have to as well.
That would cause a giant headache with all the emails, phone calls, and communication being done with everyone asking eachother if they could add the other’s link to their web site.
I’m glad that isn’t the case. It makes writing on this blog much easier.
On the internet, you and I, and everyone else can freely link to whoever, no permission necessary.
